DETAILED EXPERTISE
Planning/Public Policy: As Deputy Administrator for the Louisiana Housing Finance Agency (LHFA), Dr. Tijerino served during the critical post Hurricane Katrina recovery years. Two major projects under his responsibility included Mid-City Gardens in Baton Rouge, Louisiana, and Village-de-Jardin in New Orleans, Louisiana. As affordable housing developments, Mid-City Gardens is a $15 million project consisting of 60 units with a LEED-Gold certified community center. Village-de-Jardin is a $72 million independent-living senior-housing community consisting of 224 units that include two multi-story towers and commercial/retail spaces.
In addition to construction projects, LHFA responsibilities comprised the reorganization and establishment of the Agency’s Compliance and Construction departments. Related duties included the development of departmental polices, gathering, structuring and reporting housing-data for HUD, as well as establishing architectural guidelines for Developers seeking affordable-housing credits, including “green architecture” guidelines.
Past planning experience include the development of a GIS foundation for the mapping of Louisiana State University (LSU); development of the property identification system for Algiers, Louisiana identified as the Algiers Property Information Management System (ALPIMS); master plan for the waterfront of Punta Gorda, Florida; and master plan and architectural design of several structures for the city of New Town in Iran Jaya, Indonesia.
Current international projects include assisting Louisiana State University (LSU) School of Nursing with the development of a nursing exchange program in Nicaragua, and forming a collaborative effort with UNI (Universidad Nicaragüense de Ingeniería) university that aims to coordinate the efforts of the myriad of volunteer groups — such as Habitat and a host of mostly Christian entities — that have established missions in Central America.
